What Nicotine Pouch Sales Measure and What Nicotine Free Brands Still Have to Learn

Sales research, FDA records and company filings show how named nicotine products are being adopted. A nicotine free brand still has to prove why people choose it, whether the product delivers on its promise and whether customers return.

Why this mattersCategory growth is useful context, but it is not proof that a nicotine free product has demand or works as promised.+
The questionWhat do measured nicotine pouch sales show, and what must nicotine free brands still prove?
What you leave withYou can use the market signal without confusing it with proof of efficacy or product market fit.
Now whatCompare the three product use cases
  • Measured sales describe named nicotine products in covered channels.
  • The data do not explain buyer motivation or transfer demand to nicotine free products.
  • Nicotine free brands must establish their own conversion, repeat purchase, margin, supply and channel evidence.

The measured result is product adoption

A peer reviewed analysis of Nielsen ScanTrack data found that monthly U.S. oral nicotine pouch unit sales more than tripled between July 2021 and May 2024. ZYN, On!, Rogue and VELO accounted for 99.8% of the measured sales. The study records purchases of those nicotine products in covered channels while leaving buyer comprehension, motivations and demand for nicotine free alternatives unanswered.

Company filings show the scale from another angle

Philip Morris International reported 797.9 million nicotine pouch cans within 930.2 million Americas oral smoke free product cans in 2025. It said oral smoke free product shipments increased 29.4%, predominantly driven by U.S. ZYN. British American Tobacco separately reported continued investment, distribution expansion and revenue growth in its Modern Oral portfolio led by VELO. These are material company records, but they are issuer reported figures and must be read as such.

Shipment, retail sale and repeat demand answer different questions

Manufacturer shipments show movement into a channel. Measured retail sales show purchases in the channels covered by the data. Repeat demand, margin and customer satisfaction require their own measurements. Keeping those records separate turns a large category number into useful market intelligence instead of a shortcut to an unsupported conclusion.

Authorization belongs to the named nicotine products

The U.S. Food and Drug Administration maintains the current list of nicotine pouch products authorized for lawful U.S. marketing and explains that marketing authorization is different from FDA approval or a finding of safety. That authorization, evidence and safety record remains specific to the named nicotine products while providing category context for nicotine free product evaluation.

A similar shape is not a shared evidence record

Nicotine free products can use the same general pouch form while differing in ingredients, dose, release, intended occasion, warnings and regulation. Compare WPG product use cases as separate propositions: the relevant question is not whether one category is large, but whether each finished product gives its intended customer a clear, supportable reason to choose it.

The careful inference is narrower than the sales number

Manufacturers and retailers have built substantial channels around named nicotine pouch products. That makes the format commercially relevant to study, but it does not establish that nicotine free products inherit the same customer, reason to buy or growth curve. The measured record also cannot separate novelty, switching, promotion, placement and sustained preference without additional research.

The functional product needs its own case

A nicotine free pouch needs a specific customer, occasion and reason to choose it over coffee, energy drinks, gum, capsules, powders or doing nothing. Its ingredients, dose, finished formulation, sensory experience, claims, price and availability must stand on their own evidence. Clear instructions and an easy purchase route matter, but neither substitutes for evidence that the product delivers its stated proposition.

Measure the transfer instead of assuming it

Treat nicotine pouch growth as context. For a nicotine free product, measure discovery, conversion, repeat purchase, satisfaction, margin, supply and channel support. Compare those signals by product and customer occasion instead of combining unlike propositions. Those records, not category size, show whether a new use case has earned a durable place.
